It also appears at the margins of intelligence reporting, where anomalous perceptions have described council structures beyond Earth.

Federation narratives often arrive as channeled downloads: compact packets of policy, symbols, and maps that the recipient unpacks over time. This mirrors patterns seen with PKD and other experiencers: content appears curated, goal-oriented, and timed. The carrier varies. The structure persists.

Contactee accounts present the Federation as a multi-species council that observes non-interference, issues warnings about weapons and ecology, and selects limited messengers. Common features:

• Non-interference with monitored guidance.
• Council or assembly chambers. Procedural votes.
• Ethical law framed as cosmic or natural law.
• Use of dreams, telepathy, or “downloads” to brief humans.

Remote Viewing

During the Cold War remote viewing era, some declassified sessions recorded perceptions of structured non-human groups.
